I started to answer this question from another angle but then I did a bit of research and found that even the word "explanation" can be hard to define. I would say no. We can apply deduction after deduction to reduce the physical universe to a set of universal laws of nature but at the end of it, we won't be able to explain those laws. We can only describe them. In addition, as the article points out, moral principles cannot be deduced from scientific knowledge.
